  【Abstract】This paper introduce the implementation of educating and training outstanding engineer project, which is related to countermeasure by combining the practical difficulties with the relevant experiences of the university-enterprise cooperation in recent years.

  Along with the times of knowledge economy approaching, the innovation is becoming the main topic of the day, the cultivation of the qualified persons relates the future and destiny of our country. At present, there exist some problems in this aspect, which affects the training of innovative talents. The medium-sized enterprises have willingness and interest to cooperate with the universities. But this kind of enterprises have a lot of differences in engineering talent cultivating conditions, because the defects of their institutional setup of management agency and internal management system. It is not difficult to see, even if colleges and universities have their standardized personnel training requirements to those enterprises that had participate in the enterprises’ personnel training, but the companies have the uneven conditions,, which lead to the talents cultivation of those enterprises have major differences.
  1. The problem of corporate social responsibility
  The cultivation of the talent has the hysteresis quality. At present, universities can get more benefit than the enterprises during the school-enterprise cooperation implement of outstanding programs, which requires enterprises to have a strong sense of social responsibility when they are participating in the excellent plan. From the cooperation between the universities and the enterprises, we can found that many enterprises choose to participate in the Excellent Program because they want to cultivate good back-up talents for their own companies. But those enterprises little think that the skilled personnel training of objective laws, and they do not consider to train the talents and engineers for countries, so they have less awareness to improve machinery industry development. Some enterprises in order to apply for grants, or get the social prestige, they reduce their own standard when ensure the conditions for the development, which make companies internship requirements are different from the school teaching requirements, so it is difficult to effectively protect the quality of personnel training project. However, the interactive effect between universities and enterprises is not obviously, the efficiency of industrial innovation is not high. The government should play its core role to realize double-win and create a better cooperation atmosphere between higher education and enterprise.
